I didn't quite understand what it was about. The valve must be rinsed after cooking and reinstalled. If you do not close it "with a lock", then when you open the lid, it will simply fall out. I don't see any point in opening it in traditional cooking. The valve is sometimes removed (experimented) when baking to get rid of excess moisture inside the multi.
You can also remove the valve when cooking pasta (before the liquid evaporates).

You don't need foil. A silicone mat or soft cloth to protect the bottom of the bowl.
