The more you increase the cooking time, the more your cutlets will become drier, since all juices will be squeezed out of them by pressure, flowing down into the water in the bowl. 30 minutes, and even more so 1 hour, is a lot for such a delicate dish like chicken cutlets when cooking under pressure!
I will not say for sure about the manti - pressure will not help much to absorb moisture, when steaming under pressure, most likely, it will take time as with ordinary cooking, here 20 minutes is probably not enough. I didn't cook - I don't know ...
By the way, it is not difficult to "turn off" the pressure - use the VACUUM program, do not close the valve, set the temperature to a little more than 100 * C, for example, 105 * C, so that there is no violent boiling. It will be possible to steam it like in a regular steamer without pressure, just keep in mind that in the VACUUM mode, the time countdown begins immediately after the program starts, and the cooking time is usually recorded after the water boils. Only now boiling under pressure has an advantage not only in cooking speed, but also in the fact that nothing evaporates outward, there is no excess dampness in the kitchen.

I do not have this model, but in 5-liter ones I calmly cook rice, buckwheat from 1 multi-glass of cereal and 2 water, it is a crumbly side dish, and not porridge. In my understanding, porridge is a semi-liquid, viscous product, even with milk, even with water.
The express in this model is just not a pressure cooker program, it works until it boils completely or water is absorbed into the cereal, then it automatically turns off, the valve must be open for steam to escape.
