I have a different pressure cooker, but I think they are not fundamentally different. With the lid (or valve) open, the CB will not start cooking under pressure... And without pressure, it will even start, that is, it will simply heat like a saucepan on a stove that is on. This heat is sufficient for frying food before the main cooking. Fried - then add the rest of the ingredients, be sure to at least a glass of water, so that there is something to gain pressure from, close the lid and valve, and go.
