Non-stick heats the whole, respectively, heats the contents of the saucepan from all sides. And stainless steel heats only from below, often its upper edges remain barely warm at a time when the contents are boiling inside. Therefore, milk does not languish, and cereals are not steamed, not to mention baked goods. Perhaps, in a pressure cooker, dairy still manages to steam out under pressure, but baking does not seem to help pressure.
