I found a recipe with slightly different proportions:

Flour - 2, 5 tablespoons
Granulated sugar - 2.5 tablespoons
Cocoa powder - 1 tablespoon
Eggs - 1 piece
Vegetable oil - 1.5 tablespoons
Milk - 1.5 tablespoons
Vanilla extract - 1/4 teaspoon
Chocolate chips - 1 tablespoon
Baking powder - 1/4 teaspoon
A pinch of salt.
Mix everything (except for chocolate chips), sprinkle with chocolate chips.
Microwave for 3.5 minutes at maximum power.

I decided to do it according to the instructions.
The top half is a chocolate crouton, the bottom half is a muffin, but very dry. In general, quite tasty halves. Everything coquettishly crawled out of the mug. So, if your micro-wave has a capacity of 1000, then 2.5 minutes in this proportion, I think, will be just right.
And the spent 6 minutes of time is not a pity.
