Maybe because there is no milk in the recipe. Add powdered milk to the recipe or replace the water with regular warm milk and the bun will be crispy.

It’s even strange that the bread didn’t rise at all. In any case, if normal yeast should rise, even if there is a lot of flour or water. I have been using electronic scales from the first baking, the Saf-moment yeast is fast-acting (red packaging) and there have never been any problems. The amount of flour and water can be viewed and added during kneading, the lid can be opened and if the dough is liquid, add flour or vice versa water if it is thick. Most often I bake on program 5 "French", only if the loaf is less than a kilogram, I put less yeast than in the recipe, one and a half tsp. goes for a kilogram bun, for 750 g 1 tsp. otherwise, when baking, the top of the bread may turn out to be flat, but the bread will still turn out to be airy, aromatic and tasty. Try it, do not be discouraged and everything will work out.
