We must try to apply the laws of physics. Temperature difference. Freeze the ice. We put the pots in a bowl of boiling water, load ice into the top. In theory, the lower one should expand, and the upper one should contract. If possible, try pouring oil into the joint of the pots.
If this experience is unsuccessful, then we put the pots on the fire. (Do not go far, if everything works out, the upper pan may have to be caught.) When the water in the lower pan boils, the pressure can push the upper one. The top should not be empty, put ice in it.

Maybe an idea and garbage, but what are we risking if we are morally ready to throw it away?
