You can cook without pressure without closing the lids. This method of cooking is perfect for stewing meat, but I do not recommend cooking soup like that. It will boil very hard.
The "Rice" mode works fine for you. There was not enough liquid, and the float was probably stuck. And when you pushed on the lid, the pressure increased slightly in the bowl and the float rose up.

You can boil water in the "Porridge / Steam" mode.You can add a lemon wedge or crust, but not required. The pressure cooker did not seem to sin with strong technical odors.
