Does anyone know about the Soviet / Chinese counterparts of pressure canners?
It should be a large, powerful pressure cooker equipped with a pressure gauge. Something like this:

The most famous of these is the All American Pressure Canner. Its peculiarity is that there is no rubber gasket between the lid and the tank. For the Prestovsky and Mirrovsky autoclaves, these gaskets are consumables.
