Observe proportions!
If 1, 3 tsp, then take a measuring spoon and pour 1 tsp. and a little less than half a teaspoon.

I also do this when, by the amount of flour in the recipe, I see that 1.5 tsp. there will be a lot, and it is desirable to slightly reduce the amount of yeast.
