If anything goes there it is their fault and concern. My grandmothers and my houses are 23 and 25 years old, respectively (there is one housing office on the same street). They also decided to change the taps in the bathrooms and the water was not cut off. I called the locksmiths, though they spent some time, but after my call to the technician-caretaker, everything was quickly changed for free.

It may not work unstable, but simply die due to voltage drops, but actually a 3 kW stabilizer is not that expensive. In short, you will have to buy a car and a new house :)

I just installed reverse osmosis for myself and I will say that this amount is enough for a dishwasher, it does not immediately consume 14-16 liters, but gradually - I got a full tank in 0.5 hours. So - the person thinks correctly and let him connect it like that - it will be cheaper than buying a new dishwasher later.
