Stews or stews with meat are very good in a slow cooker, and even 3 hours will be a bit too long.
Usually I set the time with a margin, then I taste it, and if it's ready, I turn it off earlier.
Why did you get it raw - that's a question ???

I put mutton or beef and onions to stew for three hours. No need to chew. Sooooo soft meat is always obtained, but only the taste remains from the onion.
