Why don't you need sunflower oil? Can you put malt instead of the improver?

Vegetable oil (and butter) is an optional component of bread dough, and is added as desired.

Improver and malt are not the same thing. The improver can be omitted. If the flour is of good quality, it will do just fine with baking bread.
